The outer border is a raised/relief  with flowers and scrolls and outwardly trimmed with a thin burgundy line

It has  rust brown spots and gold collars and sits on a cobalt blue base

Late 1800's-1907

one of which is W  but I cannot make it or the other letter out for certain
